Import of xlsb file results in unsupported format-message (Q924)

Summary:

When importing an xlsb-file with a path that includes non-ASCII characters (such as å, ä, ö, ß etc.), there is a message stating that "The file contains an unsupported format.".

Workaround:

Remove/exchange all special characters so that only ASCII characters remain.
